HB4093 Drug School Act

Last year, working in coalition with criminal justice reform organizations, the Civic Action Network played a pivotal role in passing the Drug School Act, formerly known as the SMART Act. However, the General Assembly failed to provide funding for this vital legislation to divert low-level, non-violent drug offenders into treatment alternatives rather than prison. This year, HB4093 would provide $1.9 million dollars to fund the expansion of Cook County's Drug School Across the state.

- The Drug School Act provides intensive treatment and education for low-level non-violent drug offenders.
- The Cook County drug school program has a recidivism rate of only 15% (compared to over 50% for the state generally).
- Illinois spends an estimated $246 million a year to incarcerate adult inmates for non-violent drug offenses, $22,627 per inmate. The Cook County Drug School Program costs only $350 per participant and saves the county over $2 million in prosecutorial costs.
