In a letter to the editor and press release, Carlos Ponce, the interim CEO of the Chicago Housing Authority, declares that the agency’s implementation of the one-strike policy “is a system that works.” In its September/October 2011 issue, The Chicago Reporter revealed that the CHA is evicting hundreds under the policy for crimes that, in many cases, leaseholders didn’t commit or were never convicted of.
