Bill: SB 1780 (HFA 3) – Housing as a Human Rightς
Coalition: Restoring Rights and Opportunities Coalition of Illinois (RROCI)
CRS Platform: Restoring Opportunities and Justice Reform
Status: Passed both the House & Senate with significant bipartisan support! House vote on 5/28/19 (82-32) and Senate vote on 5/31/19 (41-12-3).
SB 1780 (HFA 3) creates a civil rights violation under the Illinois Human Rights Act to refuse to engage in real estate transactions, or otherwise make housing unavailable to any buyer or renter based on:
An arrest not leading to a finding of guilt;
A juvenile record; or
A criminal history record ordered expunged, sealed, or impounded.
This bill aligns the housing protections for “arrest records” with the employment provisions of the Illinois Human Rights Act.
