HB 2689 – Pretrial Data Act (Rep. Jehan Gordon-Booth)

Currently, our criminal justice system does not track the number of people in jail due to their inability to pay bond. This bill will increase government transparency and accountability by requiring Clerks of the Court and Sheriff's Offices to submit monthly pretrial reports to Illinois Criminal Justice Information Authority, which will then be made publicly available for five years.

HB 3227 – Housing as a Human Right (Rep. Curtis Tarver)

The U.S. Department of Housing and Urban Development released guidance that the use of arrest records has a disproportionate and discriminatory impact on people of color. This bill will prohibit landlords from using arrest or juvenile records (as well as records ordered expunged, sealed or impounded) in their decision making. It also aligns human rights protections in housing with Illinois law which has existing provisions for employment.

HB 3056 – Employee Background Fairness Act (Rep. Sonya Harper)

Too often, individuals with criminal records are categorically denied the chance for employment or advancement due to criminal history records. Applicants are not always provided the background check conducted by potential employers. This bill mandates a fair and transparent process for employers to follow: provide copies of background checks to applicants; allow an opportunity for mitigating or corrective information; and conduct an individualized assessment of each candidate.
