Minister Lorraine Cooper-Chinn is Founder and Director of Lorraine Chinn Outreach Ministries, Inc., a nonprofit ministry serving the homeless and others in need.

Employed in public service throughout her career and considered an expert in housing, she held positions with the Housing Authority of Cook County, the Aurora Housing Authority, the South Shore Bank/City Land Corps, and the US Department of Housing and Urban Development, where she served as Director of Housing, Community Builder, and Regional Director of the Office of Labor Relations (from which she retired in 2011).

A lifelong activist and justice advocate in the South Suburbs of Chicago, she has served on numerous community boards, including Bethel Community Center, the Tenant’s Rights Council of Chicago Heights, and Bethel Baptist Church’s Board of Trustees (Chair). Minister Cooper-Chinn was licensed and ordained at Bethel Baptist and is studying pastoral care at the Aeon Bible Institute.

She is currently a member of Victory Apostolic Church, where she serves on the Community Life Ministry Team.
