SJRCA 1 & HJRCA 39 – Fair Tax

Illinois' current income tax structure is poorly designed and unsustainable. Our flat tax unfairly burdens middle class and working families, because they spend a higher percentage of their total income on local and state taxes than wealthy taxpayers. Illinois has been devastated by a record-long budget impasse and unable to consistently support programs that strengthen communities.

A Fair Tax — with lower rates for lower and middle incomes and higher rates for higher incomes — is needed to bring about tax fairness in Illinois and long-term, structural reform that produces stable and sustainable revenues to prevent violence in our communities and strengthen education, human services, and public safety. Illinois needs a long-term solution to our state's fiscal problems — now. 

SJRCA1/HJRCA39 are the Fair Tax amendments to change the state constitution sponsored by Rep. Christian Mitchell and Sen. Don Harmon.
